  • The American Disabilities Act (ADA) is a civil rights law that prohibits discrimination based on disability. It states that all electronic and information technology must be accessible to people with disabilities.

  • On January 18, 2017, the U.S. Access Board published a final rule updating accessibility requirements for information and communication technology (ICT) covered by Section 508 of the Rehabilitation Act and Section 255 of the Communications Act. Section 508 requires that Federal agencies’ electronic and information technology is accessible to people with disabilities, including employees and members of the public.

    There are several laws related to Section 508, including laws that prohibit discrimination against individuals with disabilities. When talking about communications, the three most relevant related laws are: 

    • Americans with Disabilities Act (ADA): prohibits discrimination against individuals with disabilities.
    • Section 255 of the Communications Act: requires telecommunications products and services to be accessible to people with disabilities.
    • 21st Century Communications and Video Accessibility Act of 2010: requires advanced communications services and products to be accessible by people with disabilities.

  • Web Content Accessibility Guidelines (WCAG) 2.1 covers a wide range of recommendations for making Web content more accessible. Following these guidelines will make content more accessible to a wider range of people with disabilities, including accommodations for blindness and low vision, deafness and hearing loss, limited movement, speech disabilities, photosensitivity, and combinations of these, and some accommodation for learning disabilities and cognitive limitations; but will not address every user need for people with these disabilities. These guidelines address the accessibility of web content on desktops, laptops, tablets, and mobile devices. Following these guidelines will also often make Web content more usable to users in general.
